The admin for PSF was last seen on in September. After that, we were left with no authority except for Petpet123, a moderator without any actual power.

Yup. Even when the major trolls attacked, Petpet123 could only issue them warnings(I remember petpet the troll showing us a screenshot and boasting that we can't do anything about it).

What made things worse was that there was one other Mod: Busy Seagull! But he was 16 at the time and had a lot of things coming up so he had to leave so when the trolls came they were so much pressure on Petpet to sort it out but she was quite busy too and she couldn't do anything apart from give warnings

Yeah. We ourselves tried to help Petpet against the trolls and her posers and the CLA was created. But even so, the trolling kept going on for a long time. The Admin(not FM) came on sometimes but I don't think he/she even did anything much.
